Extract from Report to The Board of Trade and the Chamber of Commerce. Since 1877 a Nautical school has been conducted under the supervision of the Board of Marine Underwriters, at 406 Beale Street, San Francisco, by Captain Edmund McNevin, a thoroughly com- petent and enthusiastic teacher of Navigation and Seamanship. During the past seven years 89 masters and 20 mates have been graduated from this school, after a course of study and passing a thorough examination by two expert Master Mariners. These all possess certificates counter- signed by the officers of the Board of Marine Underwriters. Thug far only one of these has been withdrawn for misconduct. It is believed that this school has been an important factor in the diminution of disasters at sea on our coast, and in the consequent great reduction in rates of premium. But it ought to be controlled by the ship-owners, and placed on a much larger and more permanent basis than at present.

THE STUDIES.
The Studies are divided into two distinct courses — Collegiate and Commercial.
The usual Academic Degrees are conferred on those who merit the distinction.
The Business or Commercial Course is thoroughly organized, and forms a separate Department. A Diploma is awarded to those who com- plete this course and pass the required examination.
All the classes are examined publicly at the end of each Term.
The result of the monthly examination of each Student is sent to the Parents or Guardian.
Besides the usual Class Exercises in Elocution, Literary Societies are organized to give the Students further opportunity for the cultivation of General Literature and Public Speaking.

A Matriculating Examination, or other evidence of the possession of a fair educa- tion, will be required on entering.
The Regular Course commences on the first Monday in June of each year, and con- tinues until November. It is thus a Summer Course, contrary to general usage.

The Session of 1886 began February 1 and will end October 31. During the term all the branches of medicine and surgery will be taught, didactically and clinically. Regular clinics are held three days in the week at the City and County Hospital, where the Professors of the practical chairs have charge of wards, and pos- sess every facility for the instruction of students. Lectures are given daily by the Professors, and evening recitations are held three times a week.

To the classification of the business of the San Francisco Department, we have devoted a large portion of our attention. The metropolis of the Pacific Slope needs no description from us, abler pens than ours having sung her praises. As a commercial center, San Francisco comes to the front among the metropoli of the w orld. Situated, as the city is, on the Pacific Ocean, we might say, with a harbor unsurpassed by any port in the world — open the whole year round — offering shelter and safe anchorage to ships of any draught. With a surrounding country, the most fertile and productive, and with a system of railroads bringing the produce of the country to the sea board, San Francisco invites the nations of the world to draw from the abundance of California.
The energy which characterized the first settlers of San Francisco has been handed down unabated to the present generation, and we have to-day a city, the commercial importance of which is second to none of her size, and which bids fair to become the second in the Union. The gro wth of San Francisco, in many ways, has been greater the past year or two than for ten years previous, particu- larly in new and handsome buildings, of which a large number have been erected, and will remain as monuments marking an era of solid prosperity in the history of the city.
The manufacturing interests of San Fraucisco have made marked progress within the past two years, and the prospects are good for a «till greater increase in the near future. The wild-cat speculation and two per cent per month days of San Francisco are over, and capital is seeking legitimate employment in the en- couragement of manufacture, and the furthering of her commercial interests generally. '
The city possesses every convenience and comfort usually enjoyed by metro- politan cities. Her streets are well graded and lighted with gas and the electric light, and travel is facilitated by numerous horse and cable railroads, of which latter mode of locomotion San Francisco is the pioneer city.
Her churches, schools, newspapers, libraries, and places of amusement are all of the highest order. Her parks are small with one exception. Golden Gate Park, a large tract reclaimed from the sand hills at an enormous cost, is four miles in length, and possesses a conservatory rich with exotics and rare plants. The drives in the park are beautiful beyond description, especially that through the park to the far-famed Cliff House and seal rocks. While writing of parks, we ought not to omit to mention the Presidio of San Francisco, which, under the regime of General Pope, Commander of the Division of the Pacific, now retiring from active army life, has become one of the most attractive places of resort in the vicinity.
With her natural advantages and the enterprise and energy of her sons, San Francisco has a bright future before her.
